Arturo S. Elias was appointed president and managing director of General Motors of Canada Limited, effective August 1, 2006 . He is also a member of the North America Strategy Board. Elias joined General Motors in 1978 as a manufacturing engineer with Delco Electronics, today part of Delphi , a major GM supplier. His responsibilities at Delco extended from product development to manufacturing engineering and included an assignment in Singapore . Between 1984 and 1991, Elias held various finance positions in several countries, including senior analyst with GM Treasurer's Office in New York ; manager of European borrowings & foreign exchange in Brussels , Belgium ; treasurer of GM de México in Mexico City ; and finance director of GM Venezuela in Caracas , Venezuela . In 1993, Elias became managing director of GM Chile in Santiago , Chile , and his responsibilities were expanded in 1994 to include Peru and Bolivia . From 1996 to 1999, Elias held various positions with vehicle development responsibilities, including assistant vehicle line executive for full-size pickup trucks and sport utility vehicles with the GM Truck Group in Pontiac , Michigan . In addition, he was named vehicle line executive for compact vehicles at Adam Opel in Rüsselsheim , Germany , with responsibility for the Astra and Zafira models. In January 2000, Elias was named managing director of GM Argentina in Buenos Aires , Argentina . In March 2001, he was appointed president and managing director of General Motors de México in Mexico City , including responsibility for the Caribbean and Central American region. Elias received a bachelor's degree in electrical engineering and a master's degree in industrial engineering from Purdue University in 1977 and 1978, respectively. He earned a master's degree in business administration from the University of Chicago in 1984 through the GM Fellowship program.
